I need someone to get my website to page 1 on Google. It has been SEO but nothin , please advise , not adwords?

I haven't got a lot of money, so i can't afford Adwords but need my website at the top of the page. Please can you recommend someone to get me there asap. Thanks Geoff(Plymouth)
