I'm trying to look for a photo-editing tool that is free and possibly (doesn't have to be) open-source that is absolutely free. I want one that can also manage extra features, as well as the basics like red-eye fix, cropping or tect-input, e.g. special effects, like twirls, ripples, etc etc.
