Do universities and work places really care about fraternities?

My grandma used to tell me, grades are not the only thing 4 year universities and work places look at, they also look at extracurriculars such as fraternities. I'm starting at community college next week, majoring in meteorology. SHould I join a fraternity? Would it really increase my chances of getting accepted to a 4 year university and getting hired? My grandma says they want a well rounded person and not just someone with good grades and that's it. What do you think?
