Do conservatives understand that people are taxed not inheritances?

You are not just talking about rich folks here, you are talking about all of us. A man works and pays taxes on his income, if he spends any of it, he is taxed, if he tries to save any, he's taxed again. What a person has left should go to his family untaxed, often it isn't much, but the family needs every dime. Now if the folks are rich, why should it be any different? Doggoned government doesn't have a right to nary a dime of the money.
